Senate panel begins consideration of Baucus health plan

Senate Finance Committee Chairman Max Baucus on Tuesday unveiled changes to his compromise health care proposal intended to alleviate the concerns of fellow Democrats as the panel began debating more than 560 proposed amendments to the measure.

The proposal is considered the only one before Congress capable of gaining Republican support for President Obama's top domestic priority.

Baucus, D-Montana, began the committee hearing Tuesday by telling his colleagues that they have the chance to "make history" with legislation to overhaul the nation's ailing health care system, affecting every citizen and one-sixth of the U.S. economy.

The changes Baucus incorporated after meeting Monday night with Democratic committee members would increase, by $50 billion, government subsidies to help low- and middle-income families afford health insurance. He also reduced the maximum proposed fine for families that fail to comply with a new mandate to obtain health insurance to $1,900, half of the original figure of $3,800.
